The HDB builds public housing flats as homes for residents in Singapore. However, the government has caught some flat owners breaching the rules and regulations regarding the use, rental and resale of such flats, resulting in warnings, fines and in about 10% of the cases, the owners are compelled to sell the flats back to the HDB.
