On 8 September 2020, the Government announced that a new 0.9ha integrated development, to be named “Chill@Chong Pang” will be built at Chong Pang City. The new integrated development will have a community club, a replacement market and hawker centre and facilities such as three swimming pools, a gym, fitness studios and commercial shops. The Singapore Land Authority (SLA) will work together with the People’s Association (PA), National Environment Agency (NEA), and Sport Singapore (SportSG) to bring greater convenience and more interesting programmes to Chong Pang residents.
Built about 40 years ago, Chong Pang City is the first neighbourhood centre in Yishun New Town and the current amenities and facilities are ageing and in need of rejuvenation. In fact, many residents have approached their Member of Parliament, Home Affairs and Law Minister K. Shanmugam on the upgrading of the facilities.
Speaking at a virtual media conference as part of the announcement, Minister K. Shanmugam, said “The new development will be a more efficient use of land space that can cater to the needs of residents in Yishun and the northern region. It is also an opportunity to rejuvenate Chong Pang Community Club, which was built in 1988.”
New HDB Commercial Block
Chill@Chong Pang will be located at the current Chong Pang Community Club and Block 102 Yishun Avenue 5 which is a four-storey HDB commercial block which the Singapore Land Authority (SLA) will acquire. Block 102 has 17 sold shops on the ground floor and 51 shops rented out by HDB. Part of the surface car park will also be affected. SLA has gazetted the acquisition of the affected land and will assist affected shop owners and tenants through the acquisition process.
Construction for the new integrated development is expected to commence in the second half of 2022 and will be completed 5 years later, in 2027. When completed, the new integrated development will inject greater vibrancy into Chong Pang City and make it more convenient for residents to participate in community, social and leisure activities, all under one roof.
In addition, there are also plans for joint-agency programmes to promote active lifestyles and enhance interaction amongst residents of all ages and from all walks of life. The new integrated development will also benefit residents of nearby Nee Soon East and Nee Soon Link as they too will be able to enjoy the facilities.
The current Chong Pang Market and Food Centre which has 53 cooked food stalls and 123 market stalls, is located at Blocks 104 and 105. These stall holders, as well as three kiosks at Blocks 101A, 101B and 101C could opt to be relocated to the new integrated development when it is completed. Stallholders and kiosk tenants can continue to operate at their original locations until the new building is ready. NEA and HDB will work closely with the affected stallholders and kiosks’ tenants respectively on the relocation to minimise disruption to their business operations.
To complement the new integrated development and further foster community bonding, in a subsequent phase of rejuvenation of Chong Pang City, the vacated site will be redeveloped into a community plaza by 2028.
